Goal: Deter petty crime and transit-related incidents while increasing the "perception of safety" for commuters and small business owners.

Pillar 2: Empowered Neighborhood Partnerships
Action: Modernize the Neighborhood Watch initiative by assigning a dedicated Community Outreach Officer to every local organization.
The Liaison Model: Residents move from passive observation to a direct-line partnership with an officer who understands their specific block's history and needs.
Goal: Bridge the communication gap and provide neighborhoods with verified, real-time safety data.
